Winson and ICCP Discuss Best Practices in Overseas Construction Claims

On 7 October 2026, Winson Law Offices and the Institute of Construction Claims Practitioners (ICCP) jointly hosted the Dubai launch and training session for the Construction Claims Management Protocol, together with a practical exchange focused on overseas construction claims for Chinese enterprises.

The programme brought together ICCP's founders and senior leadership, international construction claims and dispute resolution professionals, representatives of Chinese enterprises, and leaders from the engineering sector. More than 110 participants attended the Chinese session, including representatives from the UAE Chinese business community, CCPIT Gulf Representative Office, Xinhua News Agency, CCTV, the Shandong Provincial Government's West Asia and Africa Representative Office, as well as regional management, legal and commercial teams from major Chinese state-owned enterprises across energy, construction, infrastructure and engineering.

Throughout the day, discussions focused on how international claims management standards can be applied in real overseas projects.

About the Construction Claims Management Protocol

ICCP is an international professional body dedicated to advancing standards, best practices and professional knowledge in construction claims, delay analysis, dispute management and contract administration. Its newly released Construction Claims Management Protocol provides a structured and practical framework for employers, contractors, consultants and project management teams.

Training and Expert Dialogue in Dubai

The Dubai programme featured Andy Hewitt, ICCP Founder and Executive Officer and author of the Construction Claims Management Protocol, and Daniel Alcon, ICCP President. Both engaged directly with Chinese enterprise representatives and claims professionals on the practical application of international claims standards in overseas projects.

Key Takeaway: Build Claims Management In From Day One

Claims management is most effective when it is built into the project from the outset, rather than treated as a response once a dispute has already arisen. Good contract administration, timely notices, proper records and disciplined project controls all play a critical role in protecting entitlement and managing risk.

The Dubai programme was a valuable opportunity to bring ICCP's international perspective together with the on-the-ground experience of Chinese contractors and project teams working overseas. The discussions were practical, candid and focused on the issues that matter most in live projects.

Winson looks forward to continuing these conversations across the Middle East and Africa, and to working with contractors, employers, consultants and industry professionals on the legal and commercial challenges that arise throughout the project lifecycle.
