Hamad Al-Qawadi Elected to Belt and Road Legal Services Alliance Council

From March 30th to 31st, 2025, the Belt and Road Legal Services International Forum was held in Xiamen. Chen Wenqing, a member of the Politburo of the Communist Party of China and Secretary of the Central Political and Legal Affairs Commission, attended the opening ceremony and delivered a speech. He Rong, Secretary of the Party Leadership Group and Minister of Justice of the Ministry of Justice, Zhou Zuyi, Secretary of the Fujian Provincial Party Committee, and leaders of relevant international organizations also attended the opening ceremony and delivered speeches. Yibai, Secretary-General of the Central Political and Legal Affairs Commission, along with officials from relevant central departments, Fujian Province, and Xiamen City, attended the opening ceremony. Wang Zhenjiang, Vice Minister of Justice, presided over the opening ceremony.

Prior to the forum, the Belt and Road Legal Services Alliance elected its first council, chairman, vice-chairmen, and secretary-general. Hamad Al-Qawadi, the local partner of Winson Law Firm in the UAE and member of the Sharjah Committee in the UAE, was elected as a council member of the first council of the Belt and Road Legal Services Alliance. In his keynote speech, Hamad emphasized that legal services will play an increasingly important role in promoting trade and investment as the comprehensive strategic partnership between China and the UAE continues to deepen. He highlighted the broad prospects for legal and economic cooperation between China and the UAE, noting that over 10,000 Chinese companies have already established a presence in the UAE and are active in energy, construction, finance, trade, and other sectors.

Against this backdrop, the demand for cross-border legal services is rapidly rising. Hamad called for comprehensive strengthening of exchanges and cooperation between the legal communities of China and the UAE within the framework of the Belt and Road Legal Services Alliance, promoting legal training, joint research, and information sharing, thus making legal services a bridge for global development and providing fair, stable, and prosperous legal support for the Belt and Road Initiative.

According to reports, the establishment of the Belt and Road Legal Services Alliance is a pragmatic initiative aimed at enhancing international exchanges and cooperation in the field of rule of law under the Belt and Road Initiative. The Alliance is composed of industry associations, legal institutions, and individuals in the fields of law, arbitration, and commercial mediation from countries and regions participating in the Belt and Road Initiative. As the first international professional organization in the legal field to bear the "Belt and Road" name, the Alliance will effectively integrate resources across the entire legal services chain—including legal representation, arbitration, and commercial mediation—to provide high-quality legal services for economic, trade, and cultural exchanges among participating countries, and to better support the steady and long-term development of high-quality Belt and Road cooperation.
