Winson Law Offices and CUPL Co-Host Foreign-Related Law Academic Forum

On August 4th, the inaugural "Academic Forum on Protectionof Overseas Interests of Multinational Enterprises and Cultivation of Foreign-related Legal Talents in the Middle East" was successfully held atthe InterContinental Hotel in Dubai, UAE. The forum was co- hosted by WINSON LawFirm in the UAE and the International Law School of China University ofPolitical Science and Law, with support from the Shandong ProvincialGovernment's Representation Office in West Asia and Africa. More than 140 participants,including representatives from China University of Political Science and Law,Chinese diplomatic and government organizations in the UAE, Chinese-fundedenterprises in the UAE, and the legal practice field, attended the forum. Theparticipants discussed the theme of "Strengthening Protection of ChineseInterests and Cultivating Foreign-Related Rule of Law Talents," exploringways to enhance foreign legal service capabilities, improve the ability ofChinese-funded enterprises to use international laws and rules to safeguardtheir own rights, and enhance China's voice and influence in internationallegal affairs.

Mr. Wu Yi, Counselor of the Consulate General of thePeople's Republic of China in Dubai, UAE, and Vice President Chang Baoguo ofChina University of Political Science and Law delivered speeches at the forum.Mr. Wu Yi congratulated the forum's organization and advised Chinese-fundedenterprises in the region to strengthen their understanding and mastery of thelaws of the host country, abide by the laws, and integrate into the local societyand legal environment. Vice President Chang Baoguo, from a strategicperspective of advancing both domestic and foreign-related rule of law,acknowledged the significance of the forum and called on the legal educationand practice communities to shoulder the mission and responsibility ofcultivating foreign-related rule of law talents, safeguarding Chinese-fundedenterprises in the UAE.

After the signing of the tripartite agreement witnessed bythe attendees, Vice President Chang Baoguo of China University of PoliticalScience and Law unveiled the plaque for WINSON Law Firm in the UAE. This markedthe establishment of China University of Political Science and Law's firstglobal overseas law practice base in the UAE and the Middle East.

The academic representatives from China University of PoliticalScience and Law, including Chang Baoguo, Lu Chunlong, Xu Shenjian, Xie Zhiyong,Liu Li, Fei Anling, Shi Xiaoli, and Zhang Tong, delivered speeches centeredaround the theme. They discussed how to effectively use legal thinking and ruleof law approaches to address challenges and mitigate risks in the context ofthe new era of comprehensive opening between China and the Middle East, as wellas how to strengthen the cultivation of foreign-related rule of law talents anduse the rule of law discourse system to protect their legitimate rights andinterests.

Representatives from Chinese-funded enterprises in the UAE,including Liu Mengfu, Deputy General Manager of China State ConstructionEngineering Corporation UAE Branch, Wang Xin, Secretary of the Party Committeeof China Railway 18th Bureau Dubai Company, Jiang Jiaojie, Deputy GeneralManager of SEPCO Middle East, and Li Jing, Head of Legal Department of ChinaEnergy Engineering Corporation Shandong Electric Power Construction ThirdCompany Dubai Company, delivered keynote speeches focusing on the cultivationand utilization of foreign-related rule of law talents and the legal practicesof Chinese-funded enterprises' overseas entities.

The first session of the forum was chaired by Professor LiuLi, Associate Dean of the International Law School of China University of Political Science and Law, and the second session was chaired by Gaisen,Founding Partner of WINSON Law Firm and Practical Mentor at China University ofPolitical Science and Law. At the conclusion of the forum, Gaisen announced the"UAE Legal Public Welfare Project Implementation Plan" on behalf ofthe conference organizers. The release of this plan marks the comprehensivelaunch of legal exchanges, legal research, and legal assistance projectsbetween China and the UAE.
